          1. New - but very minor - signing-statement claim that Trump or a future president has constitutional authority to lawfully override a particular newly enacted statute

Actually maybe not so minor: compare it to Obama's decision to transfer 5 Gitmo detainees in the Bergdahl prisoner swap w/out giving Congress 30 days notice as a statute required. Trump is endorsing an exec power theory GOP loudly rejected under Obama. nytimes.com/2015/12/10/us/politics/house-republicans-denounce-obamas-handling-of-prisoner-exchange.html

....Actually-ing my actually, that's apples and oranges, as this Peace Corps office closure signing statement is targeting the Congressional consultation component, not the notice component.

Drilling down on this, the Bush administration a few times made the same move (even though consultation is something short of permission) coherentbabble.com/Statements/SShr4939.pdf coherentbabble.com/Statements/SShr4200.pdf coherentbabble.com/Statements/SShr3.pdf coherentbabble.com/Statements/SShr1815.pdf coherentbabble.com/Statements/SShr233.pdf

But Obama legal team seems to have abandoned it. So some Trump lawyer unearthed it as a thing to saber-rattle about. Here's one earlier Trtumpy instance.
