The article makes that clear. In a general-readership news article, one doesn’t want or need to get that far down into the weeds./2

But there is also ordinary agreement-to-violate-another-statute type, i.e. Trump & Cohen conspired in illegal campaign contributions apart from FEC reporting violations./3
