      @curtisabradley @jacklgoldsmith @edswaine @marty_lederman I agree presidents have done this since the pre-WW2 stirrings of the imperial presidency era, mostly in minor instances that that no one challenged, plus the two big ones (Taiwan, ABM). But even in that era it's not an unbroken pattern as you yourself have noted: /1
