    @normative But an ETPTR is a specific thing: a statement that implies that the opposite condition generally prevails, though unstated.

      @normative A sign in a park that says "no dogs in flowerbeds" as an ETPTR, the implied rule being that dogs are (otherwise) allowed in the park. A sign that says "dogs allowed in park, except flowerbeds" is not an ETPTR bc the general rule is explicit and so need not be inferred/"proved."
