    @nycsouthpaw I agree this is a loophole but your better reading doesn't follow/proves too much. It's routine for lower-class stuff to be held in a container built for higher-class stuff. For ex, most potus call records are "secret" but held in TNet, a TS system, bc that's what NSC staff uses.

      @nycsouthpaw And putting something that is not a SAP into a safe built with SAP secrecy req's in mind doesn't transform that thing into a SAP, it just means the safe is being used for a 2nd purpose. But even if it's not a clear rule violation, you could still argue it is a norm violation.
