@steve_vladeck @RealFacelessMan I'm just saying it'd be significantly overstated to portray OLC as speaking only for DOJ. Assuming, for the sake of argument, that the ICWPA makes the ICIG an independent agency for the purpose of interpreting the law, that's an exception not the rule.
