  1. Sondland: Was there a quid pro quo? W/R/T the requested WH call/meeting, "the answer is yes." Trump wanted a public statement from Zelensky committing to investigations of Burisma and the 2016 election. These prerequisites reflected Trump's desires and requirements.

      The final missing puzzle piece? Sondland says no one told him Trump was also holding up military aid, like WH meeting, unless/until Zelensky announced investigations, as S told Ukrainians. S came to that conclusion himself in "absence of any credible explanation for the hold."

        Sondland says he had repeated conversations with Pompeo whose premise was that any release by Trump of the military aid was contingent on Zelensky making a public announcement of investigations, and Pompeo never corrected him and said that premise was wrong.

          Crucial nuance for whether Trump's motive was sincere or cynical: Sondland says Trump demanded that Zelensky "had to announce the investigations. He didn't actually have to do them, as I understood it. ... Through Mr. Giuliani we were led to believe that that's what he wanted."

            In short: Did Trump think US foreign policy required making sure this particular firm was scrutinized, or did he just want a basis to say "Corrupt Joe" in a million tweets and campaign rallies, like he used the email server investigation to say "Crooked Hillary" in 2016?
