@TVietor08 @brhodes You can disaggregate. One set of questions is whether there is affirmative legal authority to strike. You might get domestic authority from AUMF-01, AUMF-02, and/or self defense (one-off Article II), and you can get international authority from self defense or a state of war. /1

@TVietor08 @brhodes A separate q is whether there is a legal bar to a proposed strike. E.g. too much collateral damage would raise an intl law bar. EO 12333's ban could be a domestic bar if it applies. OLC's "self defense≠assassination by definition" claim doesn't turn on whether q1 involved AUMF.
