        In 2018, Bill Barr said abuse of power is impeachable. Arguing that Mueller shouldn't question Trump about abusing his power over DOJ to impede the Russia case, Barr said a president who abuses discretionary authority & acts w/ bad motive can't be prosecuted-but can be impeached.
