@emptywheel FWIW I suspect the thing may be simpler. Maybe the FBI just gets 215 orders to produce all IPs/accounts that search for & visit bombmaking websites, watch ISIS/Awlaki incitement videos, etc., and opens assessments on US-based ones that start showing up a lot.On twitter.com
