      But in 2006, after the NYT revealed aspects of the NSA's post-9/11 warrantless wiretapping program and Cheney - now Bush43's vice president - argued that the president, as commander-in-chief, could lawfully disregard FISA, Scowcroft told me Cheney was going too far. /3
