      Here's a study I did of Garland's criminal justice rulings in 2016, when he was nominated for the SCt. In hard (non-unanimous) cases, he was more likely than other D appointees to side with police and prosecutors over people accused of crimes. nytimes.com/2016/03/23/us/politics/merrick-garland-supreme-court-nominee.html

        Here's a study I did of Garland's ruling on Guantanamo detainee cases in 2016. He very often (though not always) deferred to the government in cases pitting state security powers against individual rights. nytimes.com/2016/03/19/us/merrick-garland-often-deferred-to-government-in-guantanamo-cases.html
