  1. Puzzling take in the WP, above the fold on the front page no less. A president can’t do away with a Senate rule. (Perhaps pressure is mounting on Joe Manchin, whose opposition means Dems lack the votes to do it; at most Biden could lobby him to change his view.)

      (Kyrsten Sinema would also have to change her opposition to ending the filibuster, along with Manchin, for Dems to be able to do away with the rule.)
