        The Biden administration is debating a proposed deal to back the 9/11 victim plaintiffs (about 150 relatives and estates, not everyone) in court if they agree to redirect some of the money to certain other 9/11 victims and to NGOs doing humanitarian aid work in Afghanistan./2

      The judgment debt could be a way to legally unlock significant amounts of that money - much of which came from foreign aid to the former Afghan government - so it could be used to provide food and medicine that could forestall a new migration crisis out of Afghanistan./3

    I am told that the Biden administration will not recognize the Taliban as the legitimate government of Afghanistan to resolve this issue. But some think the courts may approve seizing the Afghan government funds to pay off the Taliban's judgment debt without that step./end
