    DOJ filed "statement of interest" w/ OFAC license to put $3.5B of DAB assets into a trust for benefit of Afghans.       The "statement of interest" says 9/11 victims should get "full opportunity" to make the case they can seize the remaining funds to pay off compensatory (but not punitive damage awards against the Taliban under the standards of a law called TRIA./2

        Flags that in trying to meet those standards, the court cannot declare the Taliban the govt of Afghanistan or deem Afghanistan a state sponsor of terrorism -- both executive branch prerogatives./3

          Notes that for now there's only the Havlish plaintiffs (plus a smallish non-9/11 case called Doe) in the mix but there are many similar 9/11 victim plaintiffs groups with default judgments trying to get their money damage awards in a row. Takes no position on priority among them.
