    The FBI has chafed against but submitted to a stricter querying standard from NSD which means agents can't look for derogatory information about potential confidential human sources in the raw 702 repository. Lisa Monaco had NSD put out new guidance to FBI last November.

      On materiality: when a FISA application accuracy audit uncovers an omitted fact, when must they report it to the court? FBI thot only if it would have invalidated the outcome. NSD thot if merely capable of influencing the determination. NSD's more expansive view prevailed.
