i.e. a wink-and-nudge way to override the Kampala/ICC Assembly of State Parties problem to expanding ICC aggression jurisdiction. Kind of like how the same people at Fort Meade are sometimes NSA and sometimes Cybercom, depending on the issue they are dealing with at the moment.
