    @LizaGoitein You read "including ISIS" as modifying only "associated forces," but it can equally be read as clarifying that the entire phrase "Al Qaeda & assoc'd forces" (i.e. orgs that are AUMFable) includes ISIS. Anyway, bottom line, I'm not making this up based on my personal thoughts.
